The property owner. Ozark City Code Section 710.050 says all costs of installing and connecting the building sewer, the pipe from the building to the public sewer, are borne by the owner, and any street, sidewalk or public property disturbed by the work must be restored to the City’s satisfaction.

Do Ozark sewer connections need a permit?
Yes. Under Section 710.050, no one may uncover, connect to, open into, alter or disturb a public sewer in Ozark without a written permit from the City. The permit holder must give the inspector at least 24 hours’ notice, and the connection is made under the inspector’s supervision.
